City and County of Honolulu
The City and County of Honolulu is actively working to support residents as they clean up and recover from the impacts of the March 2026 Kona Low flooding. City departments and partner agencies are collaborating to assess damage, address safety concerns, and connect residents with available assistance.
Community Assistance Center
Community-driven, City-supported in-person assistance

The Community Assistance Center (CAC) has been set up to provide critical services and information to residents impacted by the Kona low flood, including medical assistance, replacement of vital records, replacement of driver’s licenses and state IDs, housing assistance and case management, and disaster assistance information.
Beginning Friday, April 3 the community-led Sugar Mill Distribution Hub will relocate to Waialua District Park’s parking lot. This hub provides immediate community aid such as: food, water, cleaning supplies, household, and outdoor items.

Shelter & housing assistance

Safety support

The community-led Distribution Hub includes more immediate needs, such as:

Waialua District Park: 67-180 Goodale Avenue. Open daily from 10 a.m. to 6 p.m.
Assistance Center is relocating to the BYU Hawai‘i Gymnasium on Saturday, April 4 from 12 noon to 5 p.m. The community-led Distribution Hub will open in the park’s parking lot beginning Friday, April 3 from 10 a.m. to 2 p.m. and 4:30 p.m. to 7 p.m.
All services closed for Easter Sunday, April 5.

The Hawaiʻi Department of Commerce and Consumer Affairs (DCCA) Insurance Division has created a Post-Disaster Insurance Claims Guide and an instructional video to help residents through the insurance claims process. The City and County of Honolulu has worked with the DCCA Insurance Division on flood insurance and FIRM updates, and their team has been a helpful and knowledgeable partner in helping residents understand insurance coverage and disaster recovery resources.
Residents are encouraged to begin emergency repairs as soon as they have documented their damages.
