COVID-19 Federal Relief Funding

ARPA Fiscal Recovery Funding Information

The City and County of Honolulu will receive $386 million from the Coronavirus Local Fiscal Recovery Fund (FRF). The FRF is part of the federal government’s $1.3 trillion American Rescue Plan Act (ARPA) package that provides relief in many ways. You can get an overview of ARPA here. Together, the City administration and council have sought input from City departments, health care professionals and local businesses and nonprofits on the best way to seek and invest ARPA – including FRF - funds over the next few years.

Award of Funds: The total amount of funds awarded by the US Treasury to the City and County. Receipt of Funds: Amount of funds the City and County received from the US Treasury. Approved: Funds approved for the purchase of goods and services. Encumbered: Funds committed for the purchase of goods and services. Expended: Funds expended for goods and services. Expended funds include those previously encumbered. Note: There is a lag in processing time between the first and second columns. Therefore, the sum of the funds encumbered and expended may not equal the funds approved.

CARES Act Funding Information

 In 2020, the City and County of Honolulu invested CARES Act funds to support the community with our recovery plan: create a COVID-safe economy, help people and businesses get back on their feet, and develop new opportunities for a post-COVID-19 economy.

About $173 million, or 45% of the funds, went to support 10,000 struggling small businesses with grants. Other key investments of CARES Act money included: testing, isolation and quarantine for people with positive COVID tests, providing $30 million for nutritious meals to at-risk families, keiki, and kupuna, helping 3,700 families pay their rent or mortgages, and more.
