State and Local Fiscal Recovery Funds - Recovery Plan

The City and County of Honolulu received $386 million from the Coronavirus State and Local Fiscal Recovery Fund (FRF) as part of the federal government’s $1.3 trillion American Rescue Plan Act (ARPA) package. An overview of ARPA is available here. Together, the City administration and Honolulu City Council have sought input from City departments, residents, local businesses, and nonprofits on the best way to seek and invest ARPA – including FRF - funds over the next few years.

The City’s four (4) priorities for use of these federal relief funds are as follows:

  • Provide community support and address economic impacts

  • Support equitable economic recovery

  • Modernize City operations

  • Invest in critical island infrastructure

The City’s goal is to allocate and distribute FRF funds not only to meet the critical needs of our community, but to also make equitable investments in Oahu’s future and continue to leverage opportunities beyond FRF to maximize the value of our investments. We invite your input in how to prioritize our recovery goals through participation in our surveys and outreach campaigns.

Approved: Funds approved for the purchase of goods and services. Encumbered: Funds committed for the purchase of goods and services. Expended: Funds expended for goods and services. Expended funds include those previously encumbered. Note: There is a lag in processing time between the first and second columns. Therefore, the sum of the funds encumbered and expended may not equal the funds approved.

FRF Community Engagement Initial Survey

Community engagement is critical to sound public policy and decision-making. The City and County of Honolulu (City) is committed to soliciting feedback from residents to inform its use of the Fiscal Recovery Fund (FRF). In order to better understand the priorities and concerns of Oʻahu residents, the Office of Economic Revitalization (OER) administered the FRF Community Engagement Survey to gain insight into the community prioritization of FRF focus areas.

This report contains a summary of that prioritization as well as information about the City's effort to get responses reflecting the diversity of our island community. Readers will also find information about how community prioritization of certain FRF focus areas may have been impacted by the Omicron surge.

And the City is committed to continuing the conversation. At the conclusion of this report, a reader will find that the City will continue to reach out to solicit your feedback in future surveys and on this page as we determine funding priorities through 2024.
