DHS General Assistance
$348 per month for people who are temporarily disabled, low income, with no kids. This application is the same the SNAP application. Visit humanservices.hawaii.gov/bessd/snap or call 1-855-643-1643 to learn more and apply.
City COVID-19 Rental and Utility Relief
The City and County of Honolulu program helps qualified people on Oʻahu pay for their rent and their bills for electricity, water and sewer, and natural gas. It will pay for up to 12 months of bills, depending on a person’s financial situation.

The State of Hawaii Low Income Home Energy Assistance Program (LIHEAP) can give one-time help for utility bills. Visit humanservices.hawaii.gov/bessd/liheap or (808) 521-4531 to apply.
Rent Help
One-time rent help is available. Call 211 or visit auw211.org.
Legal Aid
If you are being evicted, locked out of your home, need shelter, or for other housing questions, call Legal Aid at (808) 536-4302 or visit legalaidhawaii.org.
State of Hawaii Landlord Tenant Hotline
Center staff can provide you with information about Hawaii’s Residential Landlord/Tenant Code. The Landlord/Tenant Information Center operates from 8:00 a.m. to 12:00 noon, Mondays thru Fridays, except on state holidays. Rapid Response Landlord-Tenant Mediation
Using videoconference, telephone or a secure online platform, an impartial mediator helps owners and tenants discuss options, such as payment plans, temporary rent reduction, deferred payments, and other creative solutions. The goal is finding a way for owners to receive some fair level of payment that also lets tenants stay at home. There is no cost to participate in this mediation. Low Cost Home Internet Service for Residents
Certain households may qualify for low-cost internet service and discounts in Hawaii.
